V2: Vertical Velocity

So do you think Six Flags hoped no one would notice that this coaster was taller than 150 feet?  Did they think they would ask for a zoning variance after it was built?  Or was it just a bad management decision made by the same people who drove Six Flags into Chapter 11 bankruptcy protection in 2009?
