Woody Woodpecker's Nuthouse Coaster

I was stymied by this strange set up on the last car.  The nearby Flight of the Hippogriff at Universal's Islands of Adventure also has a similar tail car.   I have been on 600 different roller coasters and I had yet to see an open car like this.  I initially wondered if it was intended to allow a guest in a wheelchair to ride, but I decided this was impossible due to the lack of restrains on this car.

The real purpose of this car is to allow ride operators an easy way to pass from one side of the loading platform to the other side without the fall risk of crossing directly over the track.
